CORRECTS errors or lists discrepancies for adjustment based on advice of Supervisor.

 

COMPUTES percentages and totals, using adding or calculating machines, and compares results with recorded entries.

 

OBTAINS, analyses and appraises data to arrive at informed objective opinions about the adequacy and effectiveness of the system, and the efficiency of the performance of activities under review.

 

ASSISTS in preparing reports on audit findings and suggests ways of improving operating systems and reducing costs.

EDUCATION:

Summary Statement

 

Responsible for auditing internal control systems associated with projects executed by the Works Services Group, including the conduct of field audits, with a view to assessing the effectiveness of controls, accuracy of records and overall operational efficiency.

 

Duties  Required  To  Fulfill  Job  Responsibilities

 

CONFERS with Internal Auditor in formulating a comprehensive programme of audit coverage for the various WSG projects and work programmes as well as on the auditing procedures to be used, including statistical sampling method and the use of electronic data processing equipment.

 

PLANS the theory and scope of the audit; identifies those activities subject to audit coverage, evaluates their significance and assesses the inherent degree of risk in terms of cost, schedule and quality.

 

AUDITS field operations of the various infrastructure projects, identifying key control points and performance standards. Evaluates the effectiveness of controls, including the state of financial and other records and assesses the degree of compliance with corrective action recommended in previous audits to correct deficiencies.

 

MAKE oral and/or written presentations to Internal Auditor during and after the conclusion of the audit examination. Discusses deficiencies and recommends corrective action to improve efficiency of operations, reduce costs and lessen the opportunities for fraud. Assists in the training of staff.

 

ASSISTS in the production of monthly, quarterly and annual financial reports from the accounts, with a view to summarizing and forecasting project/programme activity and the financial position.

 

REVIEWS records pertaining to material assets, such as equipment, tools, buildings and manpower, to determine the degree and efficiency of utilisation.

 

CONDUCTS special studies for management, such as those required to discover mechanics of detected fraud and to develop controls for fraud prevention. May also be required to lead audit team.

Responsible for applying the principles of accounting to the accurate processing and recording of accounting transactions within the Works Services Group as well as assisting in collating financial information and preparing financial reports on a monthly, quarterly and annual basis.

The Accounts Clerk works within an Accounts Team to ensure that all accounts are prepared and processed on a timely basis. The Clerk works to facilitate that workers and suppliers are paid on time and that accounting procedures are adhered to during such transactions.

Responsible for applying the principles of accounting to the accurate recording of accounting transactions within the Works Services Group, in analysing financial information and preparing financial reports on a monthly, quarterly and annual basis. Supervises an accounting and financial section.

The Senior Accounts Clerk reports to an Assistant Accountant and supervises the financial transactions relating to all revenues, expenses, disbursements, etc. The post-holder is directly responsible to adequately and accurately record such transactions according to sound accounting principles. 

The Senior Accounts Clerk at the instruction of the Assistant Accountant processes payment requests on the basis of approved invoices from Contractors and Consultants as well as approved bills for the supply of other goods and services by miscellaneous suppliers, dealers, agents, etc. The incumbent assists in the monthly reconciliation of all transactions such as deposits and withdrawals at banks.

The incumbent is required to display extensive communication skills in interacting productively with government and other external agencies, donors, subordinates, other professional staff, Consultants, and Contractors.

CHECKS employee time-sheets in order to prepare salary payment vouchers.

CALCULATES the amounts due as employees NIS, Income Tax, Union dues and balance these with insertions on vouchers and ledgers.

MAKES appropriate entries of salaries, deductions and calculations on appropriate vouchers and ledgers and prepares financial reports on same.

FILES Salary sheets and all deduction payment vouchers and documentation

ARRANGES for the NIS contributions to be paid over to the NIS on time and in accordance with the established payment schedules

PROCESSES payment vouchers at the Head Office and uplifts payment cheques making the necessary payments to employees and other outside organisations when purchases are made.

PREPARES internal Stores Requisitions and LPO’s as may be required

ASSISTS in the training of staff on accounting and financial procedures and processes

CONDUCTS supervisory checks on Petty Cash balances

Responsible for the Fixed Assets Register of the WSG. This post will ensure that all assets are accounted for and disposed of in accordance with set procedures so that the life cycle of assets are maximized. This post will report directly to the Financial Controller.

The Senior Accounts Clerk will work within the Finance Division but will collaborate closely with the Procurement Section to ensure that there is a complete, accurate record of all assets of the WSG. Such assets will include both movable and immovable assets and will, using the Net Present Value method as well as the Depreciated Value of such assets assure their proper identification and their location within the organisation. 

Further, the incumbent is required to identify any anomalies and discrepancies and take immediate appropriate auditable steps to remedy any such detected anomalies and discrepancies. The incumbent will be meticulous and rigorous with extensive communication skills in interacting productively with staff at all levels as well as with suppliers, Consultants, and Contractors.

IDENTIFIES and creates processes and formalized methods in order to manage assets, licences and agreements and usage of distributed assets.

COORDINATES with the Procurement and Contracts Manager on the acquisition of assets

RECEIVES equipment and obtains certification of delivery and conducts checks against the order.

RECONCILES delivery orders versus invoices and investigate any discrepancies in billing

ACTS as the corporate owner and customer of acquired assets until they are assigned and is accountable for the asset through its life cycle

RECEIVES documentation of assets and ensure that this is recorded on the asset register.

MAINTAINS, monitors and tracks distributed assets, inventories and locations including tracking of licences, manufacturer’s warranties and maintenance agreements

WORKS with Divisional liaisons to determine proper asset replacement within determined standards

ENSURES funds are posted according to the posting control established by the Finance Division and maintains an appropriate disposal code on assigned accounts

WORKS with Divisions and Districts to coordinate the movement of assets across the WSG

LIAISES with Divisional Managers to prepare documentation for the disposal, foreclosure and recycling of retired assets    

PRODUCES various production, tracking and exception reports in accordance with established procedures and timelines

CONDUCTS an annual asset count and update the Asset Register

WORKS with the Auditor and makes the Asset Register available for the audits done by both internal and external Auditors

  1. ACCOUNTABILITY OBJECTIVE:

Responsible for coordinating and directing the Training and Development activities of the WSG under the guidance and supervision of the Human Resource and Administration Manager. This post will work with Managers, Professional and Technical staff and others to coordinate the preparation of Training Needs Analysis which will then be used for the design and development of an annual programme of training and development to meet the current and future needs of the WSG. The post will work with Senior Management to institute systematic training processes that span the organisational life of all staff and which is crystalised through a range of training and development interventions which are organized, implemented and fully evaluated.

The Training and Development Executive is required to help shape and define the WSG Training and Development strategy and assist with programming. In the first instance, the incumbent is required to work with Managers to use the Induction and Orientation Checklist to capture training and Development Needs linked to the Job Specification. This will then be transported into the monthly supervisions sessions which will provide data culminating in the preparation of Individual Learning Plans for each staff and be sued for the creation in aggregate of the Sections and Departmental Training and Development needs.

The post will oversee and direct all the key functional activities from Training Needs Assessment right through to the Evaluation of Training programmes and ultimately the Annual Training Programme to ensure that value for money is obtained that the competence enhancements and behavioral change initiatives are yielding the results expected.

ANALYSES the TNA submitted by Divisions and prepare relevant courses leading to the production of an annual calendar of training and development interventions.

CONFERS with Managers and Department and Divisional Heads in the development of the Training and Development budget, ensuring that staff training and development are adequately catered for.

MONITORS, records and evaluates all training and Development interventions whether done by in-house trainers and facilitators or administered by external local or overseas agencies.

ASSISTS with course delivery and manages the delivery of courses run by other Trainers and Facilitators.

COORDINATES with the Administrative Assistant the logistical arrangements for training courses including materials, equipment, accommodation and stationery.

DEVELOPS, in conjunction with WSG Managers, a comprehensive long term training and development plan for all employees and implements same utilising as necessary both internal and external expertise and available training institutions.

MONITORS and assesses the performance of staff before and after exposure to training in order to measure their rate of development and improvement.

PROVIDES advice on training methods, standards, equipment, materials and curriculum development strategies.

PREPARES regular reports on training and development activity and submits these to inform managerial decision making.

The Engineer, District has overall responsibility for the protection and conservation of sea and river defences – both natural and man-made – within a defined Sea Defence District. The incumbent is therefore required to formulate, communicate and implement a maintenance plan and programme for the District underpinned by the life cycle concept. In this regard, the incumbent must place strong emphasis on a systematic and regular condition monitoring programme and the collection of all other relevant data sets for input into a foreshore database in order to generate useful and timely decision-support information. The incumbent is required to ensure that as far as possible data sets are geo-referenced for repeatability and ease of analysis.

The Engineer, District is required to plan and supervise the execution of all minor sea and river defence maintenance works based on the continuous condition monitoring programme. In this connection, the incumbent coordinates planning sessions among the maintenance staff in the District to work out details of their individual work programmes and appropriately assigns scope of responsibility. Further, the Engineer - District is required to liaise with the Senior Engineer (Districts) and other Engineers at Head Office in respect to the planning, design, contracting and execution of major works in the District and to supervise, monitor  and report on the execution and progress of such contracts. As a corollary, the incumbent must be involved in the process to set objectives, annual work programmes and budgets for the District as part of the overall programme planning and budgeting process for the Sea and River Defence Division.

The Engineer, District is required to ensure that all Board decisions delegated for action in the District, such as the monitoring and supervision of reserves approved for private use and enforcement against unauthorised use and destruction, are implemented correctly and promptly and that progress reports are fed back to the Chief Engineer.

The Engineer, District is also required to designate the District Office a ‘Works Services Group (WSG) Office’ and to support the full range of regional WSG activities outside of sea and river defence. In this regard, the incumbent is required to liaise with the Traffic/Road Safety and Road Maintenance Engineers in respect to the scheduling of related maintenance works in the District and to oversee the supervision of such works by any Road Maintenance Technician stationed there for that purpose. The incumbent also oversees a range of functions necessary for the overall smooth administration of a District office, including accounting, store keeping, etc.

The incumbent is required to display extensive skills and experience in maintenance management, project management, budgeting and cost control, human resource management and computerized systems. The incumbent is expected to foster teamwork and display the communication skills required to interact productively with local government agencies, general public, WSG engineering peers and subordinates.

CONDUCTS periodic field inspections with Ranger in order to evaluate and assess nascent structural and other defects in the sea and river defence system and to explore technical solutions to same.

MONITORS, tracks and reports on progress of major contractual sea and river defence works – of a planned or emergency naturebeing executed in the District by visiting work site(s) and liaising with Contractor; assesses satisfactory completion of contractual work for the purpose of approval of invoices submitted for payment.

MONITORS standing road maintenance, safety and traffic engineering  programmes being executed in the District and provides supervision to any Technician stationed there for that purpose; liaises with Traffic/Road Safety and Road Maintenance Engineers on these programmes.

MANAGES all non-technical functions required for smooth functioning of the District Office, such as Accounts, Building Maintenance, Store Keeping, Information Technology, etc.; fosters ethos of results orientation and team play.

The Manager-Design practices in the specialised Civil Engineering discipline concerned primarily with the  design, construction, rehabilitation and supervision of major roads and bridges, sea and river defences, along with subsidiary structures and facilities such as airport runways, bridges, culverts, tunnels, groynes,  etc. The incumbent is required to administer the country's Design policy, drawing on all the inter-disciplinary expertise and experience of allied professionals resident in the Works Services Group, including the Environmental Engineer, Road Maintenance Engineer, Soil/Material Engineer and Safety/Traffic Engineer. 

 

The incumbent exercises the main responsibility within the Works Services Group for the designs required for the construction, rehabilitation and reconstruction of the sea and river defences, bridges, highways and the miscellaneous road network, and as such is required to participate in the process of policy formulation for the Design Department and to develop short and medium term work programmes and budgets. In this regard, the incumbent liaises on a regular basis with representatives of the main funding agencies (IDB, IDA, etc.). In addition, the incumbent must ensure that there is a sufficient degree of synchronization between the country's Design and civil engineering programmes and that a comprehensive Design maintenance programme is developed for implementation.

 

The Manager Design oversees the process for employing competent Consultants and Contractors to undertake design, construction, rehabilitation and maintenance work. The incumbent approves their Terms of Reference and holds regular monitoring and review sessions to ensure that projects are progressing on schedule and within prescribed budgets. Where necessary, the incumbent takes appropriate remedial action in order to bring programmes and projects back on track.

ARRANGES the signing between the Contractor and the Permanent Secretary and ensures that copies of signed contract are provided for accounting, administration and project management activities and to assist the RDC’s and NDC’s in their oversight role.

 

CONFIRMS the advance payment sum to assist the selected Contractor with the mobilization to execute the contract.

 

APPROVES ‘variation orders’ to take into account the situations on the ground such as site conditions, soil structure and layout, water table level, encumbrances encountered which justify such variations.

 

SIGNS off the Certificate of Completion when all defects have been remedied in line with the contract terms prior to the release of the final 5 % of the payment.

 

PREPARES architectural designs as necessary at the behest of the Ministry of Public Works and Communications.

 

MANAGES the approval process for proposed tenders submitted by Consultants and Contractors; hosts partnering conference with representatives of the Contractor, Consultant and the funding agency.

The Research and Monitoring Assistant reports to the Strategic Planning and Research Specialist and provides support to enable the WSG to conduct research in support of its many activities but in particular in the areas related to strategic planning.

 

The Research and Monitoring Assistant is required to liaise closely with kindred professionals within the Works Services Group as well as Research institutions agencies and consultancies in conducting research and/or interpreting research, reports and investigations using these to generate options for the development of the WSG’s services.

 

The post will utilize a systematic process of data collection, analysis and interpretation to monitor environmental changes and through testing and investigations develop plans which match Guyana’s unique circumstances.

 

The Post will assist the Strategic Planning and Research Specialist in making sure that there is a developed comprehensive regime for monitoring the performance of the WSG, using the existing databases and civil engineering and other organizational processes so that inputs, the transformation and output processes can be adequately tracks, assesses and evaluated where it matters.

 

The post holder must be capable of conducting both primary and secondary research using proven data collection, analyses and interpretation methodologies and be a systems analyst in order to design appropriate monitoring systems for the agency. Responsible for coordinating and directing the Training and Development activities of the WSG under the guidance and supervision of the Human Resource and Administration Manager. The Training and Development Executive is required to help shape and define the WSG Training and Development strategy and assist with programming. In the first instance, the incumbent is required to work with Managers to use the Induction and Orientation Checklist to capture training and Development Needs linked to the Job Specification. This will then be transported into the monthly supervisions sessions which will provide data culminating in the preparation of Individual Learning Plans for each staff and be sued for the creation in aggregate of the Sections and Departmental Training and Development needs.

 

The post will oversee and direct all the key functional activities from Training Needs Assessment right through to the Evaluation of Training programmes and ultimately the Annual Training Programme to ensure that value for money is obtained that the competence enhancements and behavioral change initiatives are yielding the results expected.

DEVELOPS, in conjunction with WSG Managers, a comprehensive long term training and development plan for all employees and implements same utilising as necessary both internal and external expertise and available training institutions.

 

MONITORS and assesses the performance of staff before and after exposure to training in order to measure their rate of development and improvement.

 

PROVIDES advice on training methods, standards, equipment, materials and curriculum development strategies.

PURPOSE:

The Research and Monitoring Assistant reports to the Strategic Planning and Research Specialist and provides support to enable the WSG to conduct research in support of its many activities but in particular in the areas related to strategic planning.

 

The Research and Monitoring Assistant is required to liaise closely with kindred professionals within the Works Services Group as well as Research institutions agencies and consultancies in conducting research and/or interpreting research, reports and investigations using these to generate options for the development of the WSG’s services.

 

The post will utilize a systematic process of data collection, analysis and interpretation to monitor environmental changes and through testing and investigations develop plans which match Guyana’s unique circumstances.

 

The Post will assist the Strategic Planning and Research Specialist in making sure that there is a developed comprehensive regime for monitoring the performance of the WSG, using the existing databases and civil engineering and other organizational processes so that inputs, the transformation and output processes can be adequately tracks, assesses and evaluated where it matters.

The Electronic Engineering Technician will perform tasks relating to the installation and maintenance of Traffic Lights around the country. The Technician will use precision parts for the execution of all maintenance and repair work and ensures that all tasks are properly executed to assure the integrity of the electronic systems relating to traffic lights.

 

The Technician works under the direct supervision of the Senior Electronic Engineering Technician and therefore only makes routine decisions on issues which may typically involve the determination of relevant electronic spares to be used to rectify faults in the traffic lights. The incumbent is expected to work efficiently to lessen the duration of 'down-time', of malfunctioning traffic lights.

The Manager-Design practices in the specialised Civil Engineering discipline concerned primarily with the  design, construction, rehabilitation and supervision of major roads and bridges, sea and river defences, along with subsidiary structures and facilities such as airport runways, bridges, culverts, tunnels, groynes,  etc. The incumbent is required to administer the country's Design policy, drawing on all the inter-disciplinary expertise and experience of allied professionals resident in the Works Services Group, including the Environmental Engineer, Road Maintenance Engineer, Soil/Material Engineer and Safety/Traffic Engineer. 

 

The incumbent exercises the main responsibility within the Works Services Group for the designs required for the construction, rehabilitation and reconstruction of the sea and river defences, bridges, highways and the miscellaneous road network, and as such is required to participate in the process of policy formulation for the Design Department and to develop short and medium term work programmes and budgets. In this regard, the incumbent liaises on a regular basis with representatives of the main funding agencies (IDB, IDA, etc.). In addition, the incumbent must ensure that there is a sufficient degree of synchronization between the country's Design and civil engineering programmes and that a comprehensive Design maintenance programme is developed for implementation.

 

The Manager Design oversees the process for employing competent Consultants and Contractors to undertake design, construction, rehabilitation and maintenance work. The incumbent approves their Terms of Reference and holds regular monitoring and review sessions to ensure that projects are progressing on schedule and within prescribed budgets. Where necessary, the incumbent takes appropriate remedial action in order to bring programmes and projects back on track.

 

The incumbent is required to display extensive skills and experience in Design, programme  and project management and is expected to foster teamwork and display the communication skills required to interact productively with government and other external agencies, donors, subordinates, kindred professionals, Consultants, Contractors and the public.

PREPARES the Department’s annual budget and performance report and to ensure that the financial resources are appropriately managed in line with WSG’s and Government’s expectations.

DEVELOPS a programme of work for the Department in response to Government and Donor priorities to ensure that all designs and associated activities are delivered professionally and on time

 

MANAGES the execution of research through field inspections of sea and river defences, roads and bridges and the Ministry of Finance in respect to economic analysis and cost benefits and evaluates the remedial action needed in order to do appropriate designs.

 

OVERSEES the designs of roads, bridges, sea defences and river defences taking into account geographic location, soil type, terrain of the road, loads-water level and wave height, strength etc and the number of beneficiaries within the context of the local standards for roads, bridges, sea and river defence designs

 

DIRECTS Design Engineers in evaluating uncertainties of the input parameters, the various possible failure modes to determine the probability of failures and flooding in defined areas and roads

 

APPROVES the ‘bills of quantities’ linked to designs so that it is available for the tendering process

 

DEVELOPS strategies for technical modeling processes to aid the design of roads, bridges, sea and river defences

 

SETS out design rules and parameters that Design Engineers may wish to consider in developing future designs

 

EVALUATES the designs completed using Alberti’s three virtues of Firmness, Commodity and Delight to bring form and function into play

 

COORDINATES the development and implementation of Marketing and Sales Programmes for all designs and services  provided by the Department to optimize the opportunities for income generation; and continually review the design facilities to ascertain the capability of the installed capacities to respond to the demand requirements.

 

SERVES as a Panel Member on the Bid Evaluation Committee appointed by the Ministry of Finance to evaluate bids and make recommendations for the selection of the successful bidder.

 

ARRANGES the signing between the Contractor and the Permanent Secretary and ensures that copies of signed contract are provided for accounting, administration and project management activities and to assist the RDC’s and NDC’s in their oversight role.

 

CONFIRMS the advance payment sum to assist the selected Contractor with the mobilization to execute the contract.

 

APPROVES ‘variation orders’ to take into account the situations on the ground such as site conditions, soil structure and layout, water table level, encumbrances encountered which justify such variations.

 

SIGNS off the Certificate of Completion when all defects have been remedied in line with the contract terms prior to the release of the final 5 % of the payment.

 

PREPARES architectural designs as necessary at the behest of the Ministry of Public Works and Communications.

 

MANAGES the approval process for proposed tenders submitted by Consultants and Contractors; hosts partnering conference with representatives of the Contractor, Consultant and the funding agency.

 

ENSURES that all the applicable laws and regulations of Guyana are complied with by the WSG, Contractors and Consultants.

 

COORDINATES the preparation of progress reports according to donor requirements. Reviews periodic activity reports and financial statements to determine progress and status in attaining objectives and revises objectives and plans in accordance with current conditions.

 

EVALUATES performance of staff directly supervised for compliance with established policies and objectives as well as on the basis of their specific contributions in attaining set objectives.

 

EXAMINES and appraises the Department’s existing quality assurance systems and procedures and revise or modify existing practices in order to ensure improved reliability and cost efficiency.

 SERVES as a Panel Member on the Bid Evaluation Committee appointed by the Ministry of Finance to evaluate bids and make recommendations for the selection of the successful bidder.

 

ACQUIRES documentation and inserts winning bidder’s values and finalises preparation of the successful bidders contract documents

 

ARRANGES the signing between the Contractor and the Permanent Secretary and provides copies of signed contract for accounting, administration and project management activities and to assist the RDC’s and NDC’s in their oversight role.

 

COMPUTES the advance payment sum after checking the Performance Bond and prepares the Payment Certificate to assist the selected Contractor with the mobilization to execute the contract.

 

VISITS site with selected Contractor to do a ‘community walk about’ to prepare for the commencement of the civil works.

 

DELEGATES the day to day supervision of all civil works to a designated ‘Clerk of Works’ and/ or Sea Defences Technician and provide guidance and support to enable the ‘Clerk of Works’/Sea Defences Technician to undertake his/her duties to ensure Contractor’s conformance with the terms of the contract.

 

CONSULTS the Clerk of Works/Sea Defences Technician to assure that the quality of building materials used by Contractors is closely monitored for the highest integrity and that completed works certified by the Clerk of Works/Sea Defences Technician or supervising Consultant are within the stipulated specifications.

 

MONITORS on a weekly basis all on-going project work with a view to ensuring that progress is on schedule and within prescribed budget. Confers with Clerk of Works/Sea Defences Technician and Contractor to provide technical advice and to resolve problems.

 

PREPARES ‘variation orders’ to take into account the situations on the ground such as site conditions, soil structure and layout, water table level, encumbrances encountered which justify such variations.

 

CONSULTS the Clerk of Works/Sea Defences Technician and prepare Interim Payment Certificates as justified based on the works executed.

 

CONDUCTS a physical examination and verifies measurements and calculations on the completion of civil works in the company of the Clerk of Works/Sea Defences Technician to assure that all works completed are within the contract specifications.

 

CALCULATES final payment and prepares payment certificate less the retention re the defects liability at ‘such as scope of works and Terms of Reference, for inclusion in the tender documents for the employment of Consultants for the engineering design of Designs, bridges and approaches.

  1. ACCOUNTABILITY OBJECTIVE:

 

Responsible for the supervision of the maintenance of all electronic equipment of the Street Lighting network using both a planned system and service charts planning as well as Specific and Condition inspections to direct, coordinating and execute all activities to have a fully functional  street lighting system across the street network in Guyana.

The Electronic Technician will supervise all the activities relating to the installation and maintenance of Street Lights around the country. The Electronic Technician will make inputs for the design of systems for Road Safety which involves road and street lighting. In addition the Electronic Technician will apply the working tolerances of all electronic equipment and apparatus relating to street lights.

 

The Electronic Technician will supervise day to day activities of the Street Lights Team consisting of 1 Electronic Technician and 1 Electrician. The Electronic Technician will implement the programmes of Scheduled, Condition and Specific Random Inspections to assure the reliability and performance of the networks. This will followed up by reports which shall be tabled for the joint decision with the Electrical Engineer to determine the remedial action required consequent to such inspections.

 

The Electronic Technician is required to (i) implement the annual maintenance plans and monthly/weekly work programmes  and (ii)  monitoring the actual execution of the maintenance works when done by outside parties. The incumbent is expected to keep records of all inventory and collect, collate and assist in analyzing data collection on the Street Lighting Network in order to build up a comprehensive decision-support database. In this regard, the incumbent must work closely with the Data Management staff, the GPS Unit, the IT Unit, the Road and Bridges Maintenance Teams and The Design Engineers and implement computerised methods for planning, programming, reporting and monitoring routine maintenance activities.

SUPERVISES the replacement of all malfunctioning electronic equipment/parts/circuits in street lights so as to reduce 'down-time'.

 

READS simple drawings and complex electronic circuit diagrams and locate and fix faults accordingly.

 

ENSURES that all repaired electronic parts are correctly replaced, in order to ensure the proper functioning of the road lights

 

PROCURES  invoices for the replacement of damaged, faulty or new electronic parts.

 

SUPERVISES the general maintenance and electronic work of the Electronic Technician and Electrician and ensures the timely completion of tasks undertaken.

 

MAINTAINS proper records of attendance, tools, parts and equipment used, work completed and satisfactory monitoring done in relation to each task.

 

PREPARES the initial documentation for the procurement of electronic equipment in keeping with the  electronic specifications and standards in the country.

 

ASSISTS in monitoring the implementation of all electronic maintenance works done by Contractors by means of site visits and by evaluating written progress reports. Ensures compliance with all stipulated contractual conditions and obligations and advises on remedial action if necessary.

 

TAKES responsibility for tools, machinery and equipment relating to the installation and maintenance activities of the section

 

MAINTAINS direct contact with other agencies of the public Administration in areas of interest to the electronic maintenance programs.

 

EVALUATES performance of staff directly supervised for compliance with established policies and objectives as well as on the basis of their specific contributions in attaining set objectives.

The Electrical Engineer is required to manage all the activities relating to the installation and maintenance of Road Lights and Street Lights around the country. The Electrical Engineer will assist in the design of systems for Road Safety which involve road and street lighting and play a key role in the processes involved in the procurement of Consultants and Contractors to design and/or install road and street lighting in accordance with the Roads and Bridges programme of works. In addition the Electrical Engineer in consultation with others will be the gatekeeper for determining the working tolerances of all electrical and electronic equipment and apparatus relating to roads lights and street lights

 

The Electrical Engineer will supervise the work of the Road Lights Team and the Street Lights Team and will be assisted in the respective areas by 2 Senior Electrical Technicians will be responsible for the day to day supervision of contract works, the safe keeping, maintenance and repairs of all electrical and electronic equipment, instruments relating to the Road and Street lighting networks as well as the safe keeping of all tools. The Electrical Engineer will institute programmes of Scheduled, Condition, Specific and Random Inspections to assure the reliability and performance of the networks.

 

In this regard, the incumbent works closely with Road Maintenance Team and Specialists (Consultants) engaged to assess maintenance requirements for the main road network, and programmes the work so that wherever possible it synchronises with other maintenance activities.

 

The Electrical Engineer is required to (i) preparing annual maintenance plans and monthly/weekly work programmes that can be easily prioritised and effectively executed; (ii) participating in the bidding process for engaging road and street light Contractors where deemed appropriate (iii) manage the maintenance works when executed in-house and (iv) monitoring the actual execution of the maintenance works. The incumbent is expected to develop inventory and data collection procedures for the Road and Street Lighting Network in order to build up a comprehensive decision-support database. In this regard, the incumbent must work closely with the Data Management staff, the GPS Unit, the IT Unit, the Road and Bridges Maintenance Team and The Design Engineers and implement computerised methods for planning, programming, reporting and monitoring routine maintenance activities.

 

The Electrical Engineer is required to work collaboratively with kindred engineering professionals within the Works Services Group - particularly the Safety/Traffic Engineer, Bridges Engineer and Highway Engineer. The incumbent directs and coordinates the work of auxiliary staff engaged in data collection and analysis and is required to display extensive communication skills in interacting productively with government and other external agencies, donors, kindred professionals, Consultants, Contractors and the public.

Summary Statement

 

Responsible for inspecting and weighing commercial trucks and other heavy industrial vehicles, along with their cargoes, in order to verify whether or not they are in compliance with statutory regulations governing permissible axle loads for highways and roads.

 

 

Duties  Required  To  Fulfill  Job  Responsibilities

 

ASSISTS Senior Technician Weight Control in formulating and administering plans and programmes for the systematic weighing and inspection of commercial vehicles.

 

CHECKS scales, tools and vehicles and make them ready for operational duties as required.

 

CONTROLS and operates strategically located highway weigh stations. Assists in the maintenance and calibration of scales, both fixed and portable.

 

STUDIES all statutory provisions and penalties governing the permissible highway axle loads of heavy vehicles and cargoes to apply them as appropriate.

 

COMPUTES and records weight of commercial vehicles at highway weigh station or uses portable scale to determine gross weight and distribution of load over axles.

 

REPORTS any violations to the Senior Technician so that the necessary corrective action can be taken.

 

NOTIFIES the Risk Assessment Assistant of any violations and any consequential actions and activities that require supervision

 

ASSISTS in the demobilization process of checking loading and packing tools, equipment and weights back onto the truck and unloading at the base location.

EDUCATION:

Sound Secondary Education with GCE/CXC passes in at least Mathematics, English and Physics.
